Description
If a user has made a submission as a PROVISIONAL (not final copy)
CAA Admin approves as PROVISIONAL
However, the user telephones Briony to tell her it was actually a FINAL submission.
We need to be able to change the status of the submission in the dashboard & resend a new letter.
1) admin can edit the submission and change status from not final copy to final copy - working ok (tick!)
2) choose a different template and resend
3) update the status of the submission in db
This PR implements some a new features and improvements:
1 - Issue a Final Approval. Now, CAA users can Issue a Final Issue for a Provisional Approval previous sent. When a user creates a Provisional Submission, the CAA staff now will be able to generate a Final approval (if they think everything is correct), after a previous Provisional Letter approval.
2 - Approval Letter’s Sequence Code.
Provisional Approval: PA-DDMMYYYY-99999
Final Approval: FA-DDMMYYYY-99999
Rejected: Rejected-DDMMYYYY-9999
3 - Pagination on Users History of Submissions
4 - Fixing minors bugs
