Description

In the CMS, the user adds a tag to an article.
When you start typing, an auto complete appears, however there look to be multiple versions of the same tag (same syyntax, no discernible differences)
Eg "Father"
ON inspection of the tag manager in the CMS, each time a tag is added, it looks to be creating a new entity - different ID numbers.
Each tag, if it is the same as one already present, it should not create a new entity in Tags?

This will affect the "topics" pages potentially?
