Doesnt publish to a schedule (says missed schedule)

95% sure this is nothing to do with the new update. There's a cron script that is ONLY on live and scheduled postings have never worked on dev or locally.
To make sure it's working we either:
a) figure out how to get the cron job working on dev
b) push it live and assume it's still working, it probably is.
