Change of behaviour - multiple file submissions need seperate certificate approvals

Description
When a user submits more than 1 file, each is to be given seperate treatment with regards seperate ceritificates
example a user submits a 30second version of the ad & a 60- second version of the ad. WHilst the user is charged only once, each file is treated as a sperate submission, approved/or not seperately and gets an individual reference / approval code.
This is for video, storyboard & script submissions.
This is for provisional and final submissions.
Maximum number of files to upload = 10
Seperate Trello cards for each submission
Seperate approval letters
Submissins with multiple files can have different approval levels - eg 1 approved, one approved with restriction, one rejected.
Users can, out of their mutlpie files submitted, revise one single file out of the group submitted.
FInal approvals can be either one of the previously submitted files, or both, or neither.
